Accreditation Workshops
FQS has a range of workshop options covering preparation for accreditation. These are modular in nature and are offered as a three-day standard package (“ISO Without Tears”) provided from our site in Clearwater, or you can select the options you wish for delivery at your site.
All the modules focus on aspects of accreditation to ISO/IEC 17025:2005 in general and are not specific to the accreditation provided by FQS or any other Accreditation Body.
The available modules are:
- Introduction to “ISO Accreditation” - what is “ISO”, where do the standards come from, are they relevant to my forensic laboratory, what is involved in accreditation, supplemental requirements, management system hierarchy. **
- Review of ISO/IEC 17025:2005 - structure of the International Standard and discussion of the clauses.**
- Principles of Internal Laboratory Auditing - classroom version: Instruction on planning and conducting an internal audit, reporting findings, managing corrective actions. Scenario-based individual and group exercises.**
- Practical Auditing - Successful completion of “Principles of internal laboratory auditing” or equivalent is required. Plan and conduct an audit of one or more activity, reporting, and corrective action. Note this has to be conducted at a laboratory site. The planning, conducting and reporting of the audit is mentored by the instructors. This is followed by instruction on how to manage corrective action. At least one non-conformity identified in the audit is selected for root cause analysis. The instruction is focused on the underlying principles and techniques. No advice is given on whether actual situations found are or are not non-conformities nor on actual identification of root cause and implementation of corrective actions.
- Corrective Action - A guide to corrective action management with a focus on root cause analysis and evaluations
- Uncertainty of Measurement - Requirements of ISO/IEC 17025:2005 for uncertainty of measurement. When/where and how to estimate uncertainty - direct measurement, uncertainty budget, and professional judgment issues.

The next 3-day general workshop will be offered on:
- March 12-14, 2012. Registration deadline is February 29, 2012
- August 6-8, 2012. Registration deadline is July 20, 2012

If we do not receive 6 registrations to a class by the deadline, the class is subject to cancellation. Please check with the office before purchasing your airfare.

ISO 17025 and ISO 17020
As some of you know, FQS’s FRA-1 (Forensic Requirements for Accreditation) is based on ILAC’s G19:2002 Guidelines for Forensic Science Laboratories (available for free download at
http://www.ilac.org/documents/g19_2002.pdf). This is now seven years old and a working party is working on an update.
ILAC has extended the task to include expanding the Guide to encompass ISO/IEC 17020:2004 (General criteria for the operation of various types of bodies performing inspection) as it applies to crime scene investigations.
Some accreditation bodies have questioned the move as their forensic programs already include crime scene units accredited to ISO/IEC 17025:2005. However, the working group is making considerable progress to a unified guidance document based on the fundamental forensic process of identifying the who, what, where, when and how of a crime. The European Network of Forensic Institutes (
ENFSI) has endorsed the approach and partnered with the European Accreditation Organization to produce a guide, available at
www.european-accreditation.org/n1/doc/EA-5_03.pdf. You are encouraged to read the guide and let us know what you think about using “17020” rather than “17025” for crime scene examinations.
FQS ISO Without Tears, 17025 Workshop
A 2 1/2 day workshop for FQS assessors is offered. Successful completion of ISO Without Tears or an equivalent workshop or equivalent practical experience in laboratory auditing is required.
Successful completion of the assessor workshop or an equivalent workshop or equivalent experience is a requirement for FQS assessors.
Please note that the content of the workshop is generic and relevant to preparation for ISO accreditation from any accrediting body. Attendance at this workshop is strongly advised for all FQS Assessors. A 2 1/2 day ISO 17025 Auditor Assessor Workshop for all disciplines will be held on the following dates.

Understanding ISO/IEC 17011 Workshop
Assessor and Understanding ISO/IEC 17011 Workshop Update
WHAT?
The "Understanding ISO/IEC 17011" workshop will now be delivered as a computer-based class. The dates for delivery of the multimedia package consisting of an Audio-Video podcast will be announced at a later time. On successful completion of the workshop, you will be able to describe how the requirements of ISO/IEC 17011 and the supporting IAF/ILAC A5:04/2009 “Application of ISO/IEC 17011:2004" improve the quality of accrediting bodies and the accreditation programs that they offer.
WHO?
The class is primarily directed to persons who are, or intend to become, assessors for FQS. It is highly recommended for those intending to progress to Lead Assessor, and current Lead Assessors who wish to upgrade their training.
HOW MUCH?
A nominal fee of $100 will be charged.

Understanding ISO 17020 for the Forensics Workshop, ISO/IEC 17025 Workshop
The two day workshop Understanding ISO 17020 for the Forensics Workshop will cover the elements of the ISO/IEC 17020 General criteria for the operation of various types of bodies performing inspection standard, and forensic amplification documents related to those forensic disciplines that are the most appropriate under the ISO/IEC 17020 standard. Assessors trained in ISO/IEC 17020 are needed as FQS moves into the area of accrediting police and sheriff department forensic work units in the discipline of crime scene, latent prints, digital evidence, and other forensic disciplines. ISO/IEC 17020 deals with inspections, observations, and conclusions made from these activities while ISO/IEC 17025 deals with testing laboratories that perform scientific test methods using instrumentation and observations found in the traditional forensic crime laboratory. In many cases, ISO/IEC 17020 maybe the more appropriate for most police forensic units.
The first day of this workshop is open to the general public and will review the ISO/IEC 17020 standard, compare the differences and similarities between ISO/IEC 17025 and ISO/IEC 17020, and discuss forensic amplification documents in general and discuss how this standard relates to police forensics.
The second day of this workshop is opened only to FQS approved assessor and will cover the FQS field specific criteria documents, and provide a review of effective auditing for an ISO accreditation using FQS operational procedures.

Uncertainty of Measurement
Uncertainty of Measurement (UM) is number 1 on most people’s list of things to be afraid of as they prepare for ISO/IEC 17025:2005 accreditation. However, FQS has kept records of the most common problems that laboratories encounter in their first-ever assessment. In 10 years of experience, UM has never made it to the top 10!
The bottom line is that rigorous treatment of the subject by metrologists is a demanding and complex task, but the requirements of ISO/IEC 17025:2005 as they apply to forensic testing can be dealt with in a relatively simple and straightforward manner.
